I am hoping that Doctrines and Chapter tactics make a come back, and think that the CSM shows how this could be done.
Doctrines were well worded and worked in the old IG codex, and having to take a special character is... not what I want, and messed up some of the balance game wise. Something like veterans of the long war pointed for IG would make sense and dispose of complaint about Veterans since 5ed.
Likewise with Chapter tactics, each could work like marks of chaos, adding something for a price.
No doubt that some would keep the generic, but it would save the special characters for something special.
