Baleflamer - Can anything but a Heldrake use them?

I just fought against a Khorne CSM army and the player had his Chaos Lord armed with a Baleflamer. For the life of me, I can't find where it says you can arm his with one. Please explain.

The item the HQs can take is called the Burning Brand of Skalathrax, it's very similar to the Baleflamer. IF he played it as a Baleflamer, he's a little confused but he might have just called it that by accident.

A question spartan67, what was the strength of the flamer that Chaos Lord was using? If it was 4, that was the Burning Brand, which is perfectly legal. If it was 6, I dare say your opponent confused the rules, made a mistake or cheated you.
