fast skimmers moving and passengers...

guys when fast skimmers such as DE venoms or raiders move 6" or less can the passengers shoot heavy weapons like dark lances at full BS? Rule book says the fast vehicles that move at 6" or less can fire all weapons "just like other types of vehicles that remained stationary"

I am trying to understand if this is just a convenient analogy or if it is saying they are treated as stationary.

also while we are at it, can fast skimmers passengers shoot at full bs with assault weapons when moving 12"?

The fast rule has no effect on passengers, so heavy weapons are still snap shot at combat speed with non-heavy weapons shooting as snap at cruising.
