If your Infantry, MC, or vehicle is obscured by another vehicle is your Cover save a 5+?

Rulebook p18 - Intervening Models confer a 5+ cover save.

Seems pretty clear, except I can see the argument for a tank providing better cover than a ruin.

Yes, if you are completely obscured by the vehicle you cannot be shot at, similiarly till the tank moves you cannot return fire. Also remember that only the models in line of sight can take wounds.

I think the rules make sense.
It is easier to hide behind the tank, and not get shot at all, but the tank does no good if they can see you. Pretty easy to differentiate between tank and you.

In the ruins, it is possible to be seen, but harder to hit.

The intervening unit cover rules assume that the cover being provided is the chance that the shooter's shot is spoiled, I think, not that the shot hits the intervening model and fails to penetrate. It's not, "Holy ****, my lasgun goes right through that Land Raider to hit the guy on the other side 66% of the time!" It's "Damn, he just dove behind the Land Raider and now I don't have a shot!"
