Define balanced, as in your opponent has a good chance of winning? Does the DA player have a lot of CC terminators or shooting terminators? Suggestion, would be to swap out death marks for some triarch stalkers as they have the heat-ray, which is a melta for tanks and good flamers for massed troops. Possibly look at getting some heavy destroyers as well which have the ap 2 for terminators and tanks. Also what do you plan on doing with your overlord? Because he is just going to die if you leave him by himself.

The list is kinda balanced. You have a little bit of everything. The five Deathmarks with a Veiltek is pretty much a suicide sqd. Your Immortals with a Stormtek is great against armor. I would replace one of the Destructiontek with a generic Despairtek and put him with the Deathmarks and go terminator hunting. Then move the Veil tek with a sqd of Warriors for last minute obj or just moving away from some CC termies. I would remove phylactery and add The weave. A 2+ save can save your a$$ in CC. The Wraiths will hold their own to a point but against hammer or fist termies they will instant kill your 2 wound wraiths. Also they will be targeted first by a shooty army. Use the scythes for putting your troops where they want with out scatter. IMO the destructiontek has not performed in the past. I have run crons since the beginning of fifth ED. The best thing about the latest codex is their maneuverability. Use this to your advantage. All but one mission is obj based.

You can only take one of each Cryptek per court, so you can't get 3 Destruction Crypteks.
However you can take another HQ Lord and then take another court to get an extra Destro Cryptek.
I read the codex and I put together a pretty vicious list that has to be played with serious tactical care, but today I took on a 2K Dark Angels player with terminators, speeder bikes, and Sammael, and Devastator squads, and annihilated him without losing more than 10 Necron Warriors. My list is totally non standard and it's a total mind scramble for someone not prepared for it.
Imotek
Harbinger of Storm, lightning field, ether crystal
Harbinger of Despair, shroud, veil
Necron Lord, mind shackle, Rez orb, weave, phase shifter
Nemesor
Vargard Obyron
Necron Lord, mind shacke, weave, phase shifter,
Harbinger of the Storm, lightning field, ether crystal
19 Necron Warriors
19 Necron Warriors
Triarch Stalker, gauss cannon
Doom Scythe
Doom Scythe
The concept is that Imotek brings the dark so nothing can shoot more than 36". You have two 19 warrior squads each led by a powerful hq that permits you (via Vargard, or the Harbinger of Despair) to teleport anywhere on the battlefield every turn. So if you shoot something with the stalker, you can put 72 twin linked gauss flayer shots on it. The point is you can put every gun on the field in use every turn and move anywhere you need to to deny him access to engage your squads and to smoke his flanks with overwhelming volume of fire each turn, and the scythes show up just in time to mop up with the death rays and tesla destructors. It works, the only thing you need to worry about is getting rolled up in close combat. You have the lightning field, and a lord with mind shackle scarabs, and Obyron is great in cc, but that's our primary weakness. Also you are packed nice and tight for pie plate attacks, so you want to make sure you know where those guns are and avoid them, or port near them and waste them.

One issue is your crypteks, you can only take one of eacj cryptek flavor, i.e. only 1 destro cryptek per hq, so you need to relook how you want to spend those points.
I have a non standard 2K necron list. I personally don't think you can achieve a decisive advantage by by balancing your necron army. I think necrons can do one thing exceptionally well or lots of things not so well. For necron tactics, I think you need to maximize your ability to shoot them with every gun you have and minimize the number of dice your opponent rolls against you.
Yesterday I defeated a seasoned Dark Angel player with 4 terminator squads, Sammael, four bike squads, and a devastator squad. I completely destroyed him and lost about a dozen necron warriors.
I roll a vicious tactically edgy list, here it is:
Imotek
Cryptek, harbinger of the storm with lightning field and crystal
Lord, mind scarab, Rez orb, shifter, weave
Cryptek, harbinger of despair, shroud, veil
Nemesor
Obyron
Lord, mind scarab, shifter, weave
Cryptek, harbinger of the storm, lightning field, crystal
Triarch Stalker (twin linked gauss cannon)
19 Necron warriors (led by Imotek)
19 Necron warriors (led by Nemesor)
2 Doom Scythes twin linked tesla destructors and death rays
You start the game at night and nothing can shoot farther than 36". The triarch stalker shoots 36" and targeting relay makes whatever you hit a twin linked target for the rest of your army. Both of your warrior squads can teleport via Obyron, or the harbinger of despair, every single movement phase (Obyron is the only one who can port out of close combat though).
You can grant tactical powers to your units, tank hunter if you decide to glance kill a vehicle (warrior guess flyers glance vehicles on a 6 regardless of armor), or if you anticipate a charge, hit and run if Imotek is getting charged, or counter attack if its Obyron.
Your primary tactic is to shoot a unit on the flank with the stalker and teleport your warriors in rapid fire range and smoke it with twin linked rapid fire. Then teleport (deep strike back to the other side of the map) and kill something on the other side of the map. Maximize your shots on the other guy and minimize his ability to shoot you with the night range limit and terrain.
Two tactical vulnerabilities are when you deep strike you are piled up, so pie plates and Ap template weapons are bad for the home team. Prioritize those enemy assets as targets or stay more than 36" away from them.
The other thing is you are not fearless, so if you lose close combat you could get swept and lose a hq and a massive squad on a failed leadership roll. You have a massive overmatch, mind scarabs, a lightning field, and a verve crystal if the IG sends Rambo after you. You need to avoid being rolled up by a close combat unit. Be careful with your tactical placement of your deep strikes. Luckily terminators can't sweeping advance.
If you remember to chose your tactics and counter tactics and don't get cruel deep strike mishaps, you will teleport all over and vaporize his units systematically, and when night wears off, the night scythe cavalry will arrive and you will burn them down.
It's a fun list.
