So, was theorizing, what would be the most effective weapons for an Eldar Phantom Titan?

In the old days when I played the original Epic game, the Pulsar's were the bomb. You could shoot a single target multiple times or use an area effect template and hit everything under it. Then I used the lascannon wing weapons. My phantom titans didn't have as many flashy weapons as the imperial titans but they did a lot of damage.

The 40k Phantom is, sadly, massively overcosted for what it does now in 6th ed. I wrote up a battle between it and a Warlord using the beta datasheet and 5th ed rules on my blog you can read (http://collegiatitanica.blogspot.com.au/2011/04/arena-of-death-phantom-vs-warlord.html). Now reread it with the Phantom having a 4++ save at best and no AP1 / StrD stacking.
Points wise you're better off getting five Scorpions, honestly.
Still, it is an awesome model and looks amazing on the field - a large amount of the loadout will depend on what you want from it.
If you are expecting to fight a lot of enemy titans at relatively close range - double D Cannons are the best (just ask EldarGal - hur hur hur ;) ) as they will bypass void shields for massive damage and the lower range won't be an issue.
D-Cannons are also very good for clearing out mass infantry and even wiping out packs of light vehicles.
Pulsars are best if you face numerous non-void shielded superheavies - Baneblade / Shadowsword varients, Gargants, Eldar etc. Their ability to put a lot of hurting on a small area will get you a SH kill a turn. Pulsars are also valuable if you play on deeper tables for engaging at extreme range, something the Eldar lack otherwise where many other armies have more choices.
The multiple StrD templates also make Space Marines cry, especially when they bunch up.
A mixed loadout not only looks boss, but does give you flexability due to being able to multi-target, so you can lay waste to their Banebade with a Pulsar while frying a Warhound with a D-Cannon. The secondary weapons all kinda suck, so aren't worth mentioning. Similarly the TCCW is a waste of points, so unless you want it to look super cool or play against a lot of 'nids or Daemons, don't bother.

A question about the Titan D-Cannon, does it inflict D3 damage to Superheavies only, or does it effect 'normal' armor in this fashion as well?

Firstly, I made a derp above since the Pulsar gets +2 on the damage chart still as it's AP1, so it's still hella killy.
Secondly, it says "D3 rolls on the Super-heavy Damage chart per hit" in the rules, so I'd say only SH vehicles. It is still a Str10, AP2, Ordnance weapon.
