My question is what is Veteran Upgrade?

My guess is that it's the same as Veteran Tactics from the Legion Veteran Tactical Squad but I cannot find it anywhere.

They are costed fairly high for the equipment they get, so I'm with you.

It looks like a typo that is meant to say "Veteran Tactics". If it was a cut and paste error and "Veteran Upgrade" is not supposed to be there at all, they would cost way too much for their abilities.

I have Been looking all over as well for " veteran upgrade". I concur it must be the veteran tactics rule.
