Horus Heresy Allie Matrix Confusion.. (help settle an argument)

Well me and a few friends are stuck in a debate that needs settling since none of us seem to want to admit who's right i figured i would ask here. Does an allied 30k Detachment get a Lords of war slot? For example (i know this doesnt work btw) If you allied Sons of Horus with an Eldar army at 2k would you get an allied lords of war slot?

if you are playing a 30k game, in which both sides are using the FoC presented in 'Betrayal', then you get a single LoW slot once you hit 2k points total. this unit doesn't need to be from the same legion as the primary detachment.
so you could have a death guard army with world eater allies and then have Fulgrim as your lord of war.
but you can't mix 40k and 30K army lists in the same army. (without house rules any ways)
so basically if you are using the HH FoC then you get a Lord of War, if your using the standard 40K FoC then no.
