Now, this requires a bit of an assumption, but it's a relatively safe one...

Going by HH:B, they're a squad based upgrade, rather than a per-launcher cost. And I have to say, they aren't a cheapo upgrade. 10 points on average!

Also, in the latest White Dwarf, it's mentioned that Chaos Havocs also come with flakk missiles now. "Not a lotta people know dat"

I did not notice that. I wondered if they would incorporate skyfire as a special option under the signum, but maybe individual upgrades are the way to go.

I heard it was only havocs too, regular CSM missile launchers can't get it.

That would seem to make more sense, afterall Havocs should be doing that sort of thing moreso than regular dudes. Or at least in my mind it does.
I have my regular dudes going forwards scurrying from rock to crater, with the havos at the back looking at further a field targets armour and what-not watching the skies as well.

In terms of keeping fliers in the game, I can quite see them being restricted to specialist squads.

Fliers, whilst quite hard are generally too squishy to face massed effective anti-air fire power.

We all know that each Codex will have a Flyer or two, and a unit or two that can get Skyfire as either an upgrade, ability, or psychic power. Then, the 5th or 6th Codex of 6th edition will have Skyfire in every unit, and really cheap anti-Flyer units, and it will turn the whole Flyer thing on its head.
