OK, old rules.. a Grey Knight wielding a Nemesis Force Halberd would be at INT phase 6 right? Base INT of +4 and then the +2 bonus from the halberd = +6. OK, now new rules, In the 6 ED book it states on page 60 that Halberds now count as Force Axes, a force axe gets a plus 1 to strength and is now AP 2 plus it is unwieldy, but a Nemesis Force Weapon counts as an unusual force weapon and is only AP 3. Now on page 43 of the 6 ED it states that Unwieldy is when " A model attacking with this weapon does so at Initiative step 1, unless it is a Monstrous Creature or a Walker." so now the Nemesis halberd is reduced to INT 1 (unwieldy) but the special nemesis bonus is that it has a +2 Int. So now the question is, If I have a halberd equiped do I go on INT step 1 or 3? INT step 1 ignoring the +2 bonus cause it is unwieldy and im not a MC or Walker, or INT step 3 cause of the +2 bonus ignoring that im not a MC or a Walker?

A Nemesis force halberd remains at Initiative 6. Note that force weapons modeled as halberds only have the rules of a force axe "If a model's wargear says it has a Force weapon that has no further special rules" (page 60). As Nemesis force weapons do have "further special rules," they are not actually force axes. So a Nemesis force halberd is a Strength User AP3 Melee weapon that grants +2 Initiative and has the properties common to all Nemesis force weapons.

Why does no one read the Unusual Weapon rules?

Well, to be fair, the relevant section here isn't in the Unusual Weapon rules. It's in the basic force/power weapon rules.
