Fliers vs Fliers

This may be clear in the rulebook and might just be being stupid, but
do fliers shooting at other fliers only shoot snapshots?

I believe they have the option to use their Skyfire Rule or not.

Demonus is correct. Check top of page 81, "Flyers can choose whether or not to use the Skyfire special rule at the start of each Shooting Phase." This is important to note, especially for vehicles such as Stormravens that can split their fire between targets with Power of the Machine Spirit, since they could potentially fire at ground and air targets in the same turn, and have a different BS firing at either. You know, with Skyfire = normal at Flyers, 6s at Ground and without Skyfire = 6s at Flyers and normal at ground. Yeah you know that already. Okay I'll just stop talking...

Note that only Flying Vehicles get to choose to have skyfire. Flying Monstrous Creatures cannot choose to get Skyfire, although the Vector Strike will hit Flyers.
