I personally use a 2:2:1 mix of pva glue, red paint, and some fine sand. Mix it well, and paint it on with an old brush.

1.) Stipple the area to be bloody with dark red paint. Use a small drybrush for this. This will give you a good base colour.
2.) Use a brown wash on the area. Leave to dry. This will provide shadows.
3.) Lightly stipple bright red paint on the area. Use a fine detail brush to carefully and precisely add flecks and a "ragged edge"; don't rely on simply "globbing it on". This makes the blood stand out.
4.) Carefully apply a wash made of a roughly 50:50 mix of red ink (not a GW wash; any red ink from an art shop will do) and Johnson's Klear floor polish. Don't drown the area; lightly coat it. This ensures that the blood is both a consistent red, as well as shiny.

Here's an example of how this method looks - I used it around the Trygon's mouth in the photo below.

I typically paint the surface in mechrite follwed by magenta ink and then a 1:1 mix magenta and Blood red.

get a really worn out brush and paint some thick red on the area. then use it scratch lines in the paint (only works with really solid worn out brushes though)
