So far I'm gonna go with a C- grade. I have a rooted Nook running Cyanogen mod7, and it mostly works on it, but I'm hearing a whole lot of people saying that it doesn't run on their Android, or crashes repeatedly.
The interface is missing features that iBodger had as standard - telling you what you need to take to fulfill tier lists in the list builder, unit attachments, etc. It does not use the Android buttons at all so you have to use the inbuilt back and menu buttons, which is silly on devices that have dedicated buttons for those things. It's not a gamebreaker, but it is annoying and feels lazy. It also contributes to the feeling that it's just a port of the iPod app. The army building is much clunkier than iBodger's. And it manages to retain the one clunky feature of iBodger - the need to swap between the list of units and the army list in order to remove units from your list. An undo or back up function is too much to ask for? It's especially annoying that you can't even build an army list if you don't own the card - I understand that the army lists tie into the game play side letting you keep track of damage and referencing cards, but the inability to even construct a list without shelling out money makes this FAR inferior to iBodger, or even ForwardKommander.
As far as the play interface goes, it's actually nice and simple - until you zoom on a card or go to assign specific damage, the list shows you an overview of all your units with how much damage they've taken and which aspects/systems are active/damaged. Assigning damage looks pretty simple, though honestly, would it have been too much to ask to just use a button system rather than the fancy slide thing? It's not too touchy, and looks like it has good control on the Nook, but I can foresee under or over damaging a unit by one quite alot on a phone. What this thing is also missing is an options menu. It needs the ability to turn off displays of cards you don't own, so you can actually see what can be built for free.
Finally, I'm seeing a TON of little bugs and issues. There are no Circle Warlocks in the app at all, not even displaying ones I'll could buy - that IS a gamebreaker, seeing as Circle is my primary faction. There are spelling errors that make me wonder if the rules text is going to be correct. 'permatently end a game?' Really? Overall, it appears mostly functional, but no more than that, and some things just make it unusable.

I think that C- is pretty generous.
I have it for iOS, so I dont' have any of the interface issues, but some of the root issues you explained are just awful. It makes me feel like Privateer should have just supported iBodger and added the new things they wanted to an already functional system.

The C- is for the app as it functions for me - I've experienced no crashes, freezing, or lockups. Despite issues with the lack of options, it works, even if it's clunky. As far as an overall grade, it's more deserving of a D-/F, considering the crashes and inability to run on a number of Android platforms. From what I understand, the Android version is basically a bad port of the iOS version.
Of course, I can't speak to some who have said that the app crashes/freezes after buying cards - I won't be buying any cards til PP start riding Tinkerhouse to fix their product.
Honestly, working with the guy who did iBodger would have been my choice had I been in charge at PP, but I can understand not wanting to trust their big official app to a one man operation.

Yeah, I'm going to give this a miss until they do a few revisions on it.
Unlike some other people, they've acknowledged problems pretty quickly and have a page up about it.

It finally works on my Android device now, which is good.
It still brakes down every now and then though, and Im not gonna buy any decks until it works prefectly.
What I might do on the other hand is to create an army entirely from prime models as to test the programme.
