How to use Psychic powers is explained on pages 68-69.

For example, witchfire is a GUN. It must roll to hit, unless explicitly stated otherwise (like blast, template, etc).

It IS a great guide. The majority of the questions on the rules forum right now are derived from people not reading the rulebook. If people FIRST read all the rules THEN these questions wouldn't exist.

What is happening instead are people half reading the rules, then having a question. Instead of further reading, they immediately ask their buddy, who doesn't know the answer, ie the interwebz.
