moving fast skimmers

I want to make sure i'm clear on this.

Fast skimmers move 6" for combat speed, 12" for cruising speed... or is it 12" for combat speed, 18" for cruising speed?

6 for combat ( fire all weapons at full BS), 12 for cruising (but can still fire 2 weapons at full BS).
They can forgo shooting and move flat out - up to another 18".
