So in the FAQ, Telion now has been given a Camo Cloak - which now has the rule of +1 to cover save instead of bestowing stealth. However, Telion also HAS stealth and according to the new USR, he bestows it to his squad.
So if I am correct, if you buy Telion and Camo Cloaks for a Scout Squad (an expensive unit) they would all get a +2 cover save now (Similar to how Tau Stealth Suits get a +3 cover save)
And if you did not buy camo cloaks, all the scouts would have a +1 cover leaving Telion with a +2 by himself.
It kind of fits with the idea of him teaching others better places to hide and him just being more experienced than the rest of the Scouts he's teaching.
