I understand how it works if a Chariot assaults a unit but...

Who gets attacked if a unit assaults the Chariot?
The rule book never actually states that the IC inside can be assaulted, only that he can assault.

TL;DR
Do I hit the vehicle or the IC when I assault a Chariot?

You can pick either, it says in the rulebook.

When you're in combat with it you're in base contact with both and either can be targetted.

Thank you. It still never actually says specifically that I can target the Vehicle while there is a rider, but with a bit of 1 +1 = 2 I can convince my Necron pals.

The chariot is a vehicle and operates like a vehicle in assault rules. The fact that the rider can attack and be attacked by models engaged with the chariot is an addition to the rules on being in an assault with a vehicle, not a replacement.
