Can a necron command barge move 24", then have the lord jump out 2", then assault? I keep reading the 40k rule book, but I'm missing where it says you can't get out of a vehicle going flat out. So any help?

No he can not. Please see page 70 under "Fast Transport Vehicles" :)

Thanks! So, I could, however, move 18", then 2" disembark, then 6" assault. Giving him a 26" charge range.

No, anything over 12" is Flat-out, you cannot disembark when moving Flat-out.

Can I get a page reference for that. I thought because it being a skinner, open-topped, and fast that flat out is over 18"

BRB pg. 70 Moving Fast Vehicles.
and Fast Transport Vehicles.
The only difference is that a skimmer may move up to 24" instead of just 18"

Yep, thats it. Something else that might be interesting is passengers are not allowed to shoot from fire points or open topped vehicles when the vehicle moved at cruising speed, but they are allowed to disembark after moving with cruising speed and still shoot after disembarking.
