BRB, P.30 BLAST is the starting place for answering questions about Ordnance blast weapons and scattering.

ALL blast weapons scatter (ordnance blast or barrage blast or regular blast).
Ordnance of itself does not have a blast and does not scatter (The missiles for the valkyrie are ordnance with no blast).

It's worth noting and easy to miss that older codexes sometimes refer to "Ordinance Barrage" weapons--these are ALWAYS blast weapons, though in and of themselves Ordinance and Barrage do not individually make the weapon a blast (though they are most commonly used for those weapons).
