Scout Move

If a scouting unit ends it's scout move within 2" of a IC who wasn't part of the unit before the move, do they join?

The rule book makes a vague reference that the move is done "exactly as in their movement phase", which has me thinking that IC join rules might apply.

No, the character only joins a unit if they are within the 2" coherency rule at the end of the movement phase. Although the scout move is done exactly like a regular move (other than satying at least 12" away from an enemy model) it is not a movement phase.
