Just out of curiosity, if I put a squad of harlequins with a shadowseer in a transport, does the veil of tears then affect the transport?

No.

The Veil only affect the unit, the tank is a whole unit on it's own.

A: No, they are a separate unit (albeit they are
temporarily co-existing with the vehicle) and so can fire
at a different target.

A unit with infiltrate applies to the transport if they take one. Does this not work in a similar way?

A transport carring a unit with this rule cannot infiltrate.
A unit with scout can give their dedicated transport scout if embarked.
They are still seperate units.

No. Veil of tears works when the enemy is targeting the harlequins. Its right there in the codex.

Harlequins =/= a tank.

A transport carring a unit with this rule cannot infiltrate.
A unit with scout can give their dedicated transport scout if embarked.
They are still seperate units.
The unit with infiltrate can still Outflank inside it's dedicated transport though.
