I'm a very new player so please forgive me if this is a dumb question.

But if a libby is still locked in CC from a previous round and on my enemies turn he continues the assault...will casting Sanctuary force him to make a dangerous terrain test even though he's not moving?

Pg 14 of the rule book says that models take a dangerous terrain test if the have "entered, left or moved through" dangerous terrain. As the models locked in combat do not move, they do not take tests.

The wording of Sanctuary specificaly states it applies to 'enemy models attempting to assault' as well. Locked units are all ready assaulting, rather than attempting to move in to an assault, so are unaffected, as are units retreating, making a sweeping advance or piling in.

Furthermore, units that are piling into or consolidating out of close combat don't take Dangerous Terrain tests either. If one of the units fails morale and runs for it though, THEN they are subject to DT once again.

(Only to actual Dangerous Terrain, though; since they aren't attempting to assault, Sanctuary won't have any effect on them, nor will similar powers like a Venomthrope's Spore Cloud.)

It will work, though, if another unit tries to join the current combat.

On this topic I've heard it argued that Sanctuary won't affect initiative step because of a similar rule in the Nid dex... but I'd argue in the reverse: the GK codex is more modern and if such an effect was intended then it would be explicitly stated (i.e. the Nid dex does not contain superfluous language for that rule).

the rule states that it is difficult terrain so you would have the initiative penalty.

I'm not really sure a Libby who is in a CC can even cast that power. does it say you can in the codex or something?? usually powers can't be used by a libby in CC except thier Force weapon or a power that says it can be used in the assault

I think you might mean the Venomthropes? The main difference here is Venomthropes only let younassault through Dangerous Terrain, not Difficult.

Sanctuary actually states itcounts both as difficult & dangerous.

A Librarian locked in CC can use the power.

If you roll for Difficult Terrain, you are reduced to I1 unless you have a rule or wargear that allows you to ignore that such as offensive grenades.

Simple as that.

Unless you are charging into a unit already locked in combat, in which case you strike at normal initiative, or one that went to ground.
