So since the Dias is a dedicated transport for Vect, does this mean that in Dawn of War deployment you cannot deploy vect in the dias as part of initial deployment (as that would be 2 HQ choices)?

DoW says that you can deploy "up to one" of your "HQ selections". The explanatory diagram, in the bottom-right of p93, then goes on to state that a unit of troops embarked in a dedicated transport is two Troops selections for DoW deployment.

So, even though the Dias doesn't take up a HQ FOC slot, it is a HQ selection for DoW purposes and thus Vect and the Dias cannot be placed on the table at deployment.

Dais--dAIs--is an elevated ornate platform. Dias is a portugese surname. But yes, it's technically a HQ slot, and can't be deployed with Vect in Dawn of War.

It's the fact that it's an HQ UNIT that stops it from being deployed with Vect in DoW.

An FOC slot can be composed of several different unit elements.
Like IG Infantry platoons. The platoon is an FOC slot. It is composed of more than one UNIT.

Spot on. A dedicated transport does not take up a an FOC slot, but according to page 87, counts as a unit from the FOC area of the unit it is attached to, so in this case it counts as a HQ unit. So whilst it isn't taking up a FOC HQ slot, it is a HQ unit and thus counts towards the HQ deployment for DOW, so it is either him or the dais.
