Can you start the game with veterans in a Valkyrie, and the Valkyrie in reserves to deep strike?

As the Valkyrie has the deep strike option and the ability to transport troops, then yes. Unless for some reason the veterans are not allowed to be deployed embarked on a vehicle.

I regularly deploy vet in my Vendetta's and then out flank them. Never had anybody say I couldn't. A squad of melta vets arriving via outflank with those lasconnons can make some people nervous.
