Q: If a model with a Nemsesis force halberd has had his
Initiative reduced to a fixed number by an
ability/special rule, do they still get the +2 Initiative
from the Halberd? (p54)
A: No.

So if a going to assault through cover, do they get the +2 or is it just last. Also if some one reduced your Initiative to 1 and you have cast Quicksilver and goes to I10 which is it? 1 or 10?

Generally all models that can equip Nemesis Force Halberds have Frag Grenades. But if they didn't they would strike at I 1 regardless of any bonuses/modifiers. In the case of Quicksilver you would apply effects in the order of their occurence.

i.e. Librarian casts Quicksilver on a unit in the Movement Phase, later that turn in the Assault Phase that same unit charges through Difficult Terrain and is now reduced to I 1. Unless of course they have Frag Grenades in which case they ignore the penalty for charging through Difficult Terrain.
