What's this 'mounted assault' rule you speak of? A google search reveals there is a flames of war rule by that name. Do you mean skilled rider?

No its the rule when a space marine captain mounted on a bike grants space marine bikers as a troop choice

The reason you can't find it is because it isn't there. Only the Vanilla Marine Captain makes bikers troops choices.

Just one more in a long line of reasons the Blood Angels Captain is next to useless...
