Can a GK Librarian use Quicksilver or The Summoning twice in the same turn since they are not in the shooting turn?

RAW yes, there's no rule saying that you can't.

Even in the Chaos Space Marines FAQ it says Arihman can use Gift of Chaos multiple times in the same turn because it's not a psychic shooting attack. So it would seem that this sort of this IS allowed.

It's just not usually helpful for most psykers to use the same power more than once.

with all the buffs (quickening and might of titan) the GK librarian is prolly the only psyker where level3 is any kind of usefull...

You bet you can do it. Can do as many psychic powers as you want in a turn, but only 1 psychic shootie.
