Are the mercs still in use in WHFB? I remember that there was a codex...or maybe it was in the old BRB but somewhere had the available units and their costs...

To my knowlege they are still useable, the Dogs or War Army book could be downloaded from the old GW site, although I'm not sure if they transefered it over to the new site yet.
