I don't think so necessarily. You'd have some faily large pockets of imperial resistance around macragge. If the chaos primarchs were able to escape terra I'd imagine the loyalist ones could as well (albeit with more difficulty)
I imagine Corax taking what remains of the raven guard on a suicide mission to kill enemy primarchs and go out in a blaze of glory, rather than rebuilding the shattered legion.
Orks would be totally unneffected, But I'd imagine eldar would be in trouble with she who thirsts having more followers

I'd presume that the Ultramar system would become the base of a New Empire, possibly led by Roboute himself. A possible alliance with the Tau (the new AdMech, since Mars'd be totally Dark Mechanicum-controlled) after they hit their evolution-spike could provide them with some seriously advanced firepower... they'd just have to hold out for 10,000 years first.
Or have the Tau's mysterious evolutionary-spike "suddenly" happen earlier, as the Eldar/Harlies realize that Slaanesh is much more powerful than s/he otherwise should be.
Then, if you've read much of the Horus Heresy series, Horus could go all emo and drive humanity to extinction, also dealing a serious blow to Chaos.

If Horus won the whole good vs. evil thing would be thrown to confusion. Personally I think the surviving loyalist primarchs would have retreated to their home planets and focused on holding out against chaos for as long as they could.
It's also a possibility that with the death of the Emporer there would have be nothing to unite the traitor legions and they would each go their own separate ways, possibly with Horus as some sort of 5th chaos god? Maybe he would have set himself up as the ruler and be willing to let the loyalist primarchs that are still technically his brothers live in their small domains or he they could spend eternity trying to hold back against the traitor legions (which wouldn't really be considered traitor seeing as how history is written by the victors.)
I really think the alliance between Horus, Magnus, Kurze, Mortarion, Fulgrim, Alpharius, and Angron would have dissolved with the primary focus of their hatred eliminated, possibly causing much infighting as they seek to become the strongest of the remaining primarchs.
I think the Loyalist legions would have been in serious trouble due to logistics. horus had already subverted many of the Ad-Mech and probably much of the supply system. This would lead the loyalists to seek their own sources of supplies and equipment and probably lead to fighting among themselves. On planets controlled by the Traitors chaos cults would spread and eventually destroy them, or at least their industrial/ agricultural output. This would force the traitor legions to seek out new sources of supply, those under the control of the loyalists.
At the same time some of the few remaining minor xenos would have made a push into imperial space seeing a weaker Imperium.
Orks would be the big question. With a much weaker enemy would they have been as agressive in their invasions?

Well it would be generally bad for everyone since the astronomican would no longer have the emperors guiding hand behind it making long distance space travel very difficult indeed.
Would probaly lead to another old night style era as the death of the imperium causing massive amounts of civil war would stir up the warp isolating worlds again. This is probaly what the alpha legion saw in their vision imo!

I think the Necrons might have awoken earlier, seen that their future food source was being used up and given the Ruinous Powers a run for their money...

Well, my opinion is that if Horus had won the combat in Terra...
- Horus would have taken his fatherīs place as New Emperor of Mankind... Enslaving all human kind under his "Reign".
- Chaos Gods would have more adepts than ever, Chaos cults would have risen and fell later...
- Few Emperor Loyal Primarchs and their Legions should remain in their home planets, defending themselves from Horus siege. In Ultramar, a New Empire should be born, and a Rebel Allegiance, like an Star Wars one, should fight Horus.
- Eldar would unite mankind against Horus and maybe also Necrons should be a temporary ally to fight against Chaos.
- Tyranids should also continue being a problem for Horus and their people.
