so there is a bit of confusion on the rules here. Some people are using the tower as a castle more than anything else, garrisoning one core full of characters in the tower as well as deploying several pieces of artillery in it.

Buildings And Movement - For the most part, buildings act as impassable terrain (the rules for which were given earlier in the chapter). That said we do allow units to enter a building and 'garrison' them. This might seem a bit strange, but it's nice and clear in terms of rules. Basically we don't want units moving through a building as if it were not there, and nor do we want them 'sitting' on top of it. If its a building and your a unit, you're either garrisoning, or not in contact with it - nice and clear.
Garrisoning - A unit can enter and garrison an unoccupied building if it can move into base contact during its movement phase. Some units simply cannot enter buildings - the members of the regiment are just to big - unless differently specified, only infantry, monstrous infantry, war beasts, monstrous beasts and swarms can garrison a building. Remember that war machines can also be deployed in buildings, as explained on page 109.
Only Room For One - Each Building can only hold a single unit of any size and any characters that have joined it - once garrisoned, no other units can enter the structure unless the previous tenants have left (or been driven out).

Movement - (paragraph 4) War machines treat all terrain other than open ground and hills as impassible. That said, a war machine is permitted to deploy in a building or terrain, but if it does, it cannot move during the game except to pivot on the spot. It should be noted that this rule is intended to allow players to deploy their war machines in sensible and dramatic locations, such as a cannon in a wood or a mortar on top of a tower. It should not be seen as a licence to deploy war machines in absurd locations, such as putting a stone thrower inside a roofed building, for example.
So the argument is that a piece of artillery is not considered to garrison a building and thus as long as there is room to physically deploy it, it can be placed in the tower, along with 100 crossbows, a general, a bsb, a few engineers, and a mage.
how would you work this and whats your ruling on how it should work.
