Popping smoke with passengers

Are my guardsmen inside a chimera allowed to shoot when the chimera has popped smoke?

I do believe they can never found a rule that says otherwise, so long as it only moves 6 inches beside you could have the guard fire then pop smoke.

Smoke is popped in the movement phase.
The latest rulebook FAQ explicitly states that embarked troops cannot fire if the vehicle has popped smoke.

Thus, no, you cant.

Ah, so GW caught that. Before the FAQ, yes, it was legal. Apparently not anymore, though.
