BA Vanguard Veterans and Descent of Angels

I am reading through my Blood Angels rulebook and under the Vanguard Veterans they are listed as not having the Descent of Angels special rule.

In the wargear section under jump packs on page 62 it says "A Blood Angels model with a jump pack has the Descent of Angels special rule."

My question is do they have DoA?

As long as you give them jump packs, yes. It's not listed in their entry because they can potentially be fielded without jump packs.
