Well i decided to give a go at this sculpting thing, here are 2 diff methods of sculpting im thinking of trying....Honest opinions please, if it is bad say so...

The one on the right (plastic) looks better than the one on the left. With cloth, I hve generally found that less is more fold/crease wise.

My personal tip for green stuff (and I am far from an expert) is to always try to do it in two stages:
1: Shape/structure get the basic look of what you want first
2: Texture to add any texture you want

In this case stage 1 would be to just get the cloth hanging between the legs without worrying about the folds and creases at the top. At stage 2 you can add the folds near the waist and, if needed, some extra folds between the legs. The benefit being you already have a dried shape to work with.

Thank you for the tips i'm trying that on my second one, i'm also making the cloth slightly thicker, seems to be working better.
