How should I model my Penal Legion?

I need help deciding how to model my squads of Penal Legionnaires (currently they are unpainted 2nd edition gretchin ;)). I can't decide between a few different options for how I want to do it, and I thought I'd ask the Lounge for their opinion. Every time I decide on one I change my mind, but I really have to buy the parts soon for a tourney.

My army has a mix of models (Cadian vets, kitbashed platoons and DK rough riders) unified by an urban paint scheme, so whether or not some wierdos will fit in is not an issue!

What do you guys think?

i would say none of the above. while I like the ideas, some of the best ideas I've seen was mixing the WFB Empire Flagellants and the Cadians, with the wild eyed screaming look, a few bald heads and a few wild, unkempt hair doos.

in addition, you get plenty of knives and weapons you'd expect of prisoners between the two kits, not to mention tons of chains!

My 60 are a mix of Cadian/ Catachans w/ flagellant heads, some ungor/ guardsmen mixes, random FW officers, and the old Last Chancer models all unified by orange jumpsuit uniforms...

I like the idea of mixing catachan and flagellant bits for Penal Legion. Orange jumpsuits are fun, but for a real challenge (or, depending on your skill level, merely time consuming): classic black and white stripes!

Thanks for your suggestions everyone, but I was pretty set on using one of the ideas I came up with myself. So I guess I'm asking, if you came up against some scavvy/mutant scouts or some space ninjas which one would you think was cooler?

Space ninjas are awesome!!! Seriously it might just be that it was just halloween but zombies are starting to get a little old and I hate my self for thinking that! I love zombies but for their sake do the space ninjas.

Well as the Inquisition would deep 6 anything Scavvy/Mutie, i think thats a bit of a non starter(unless of course everything else is non Standard Template).
i've used Catachans with dual knives/pistols/lasgun mixes etc in Orange Trews, white vests with P in black on them.
but as i'm using Cadians as the main base units, it fits.

I use different types. I've got 1 squad that's based on old Necromunda figures, and some other squads that are based on old beastmen minis.
