Are walkers considered init 1 if they assault into difficult terrain?

Walkers follow the same rules for moving and assaulting as infantry, with certain exceptions.
So yes they are reduced to Int.1 if assaulting though cover.
That is why the Ironclad Drednought has grenade launchers.
