Now, I have the 5th edition marine dex, WD 360, and the Apoc data sheet. Now my question to you is have any of you found any (legit) rules that would allow for an exclusively LoTD army? The data sheet gives a decent amount of rules, but doesn't say anything about a FOC, but I don't know anything about Apoc...

So any help would be greatly appreciated! I want to do something new, and these guys have some very interesting rules. Seeing how most google results are 2-3 years old, I figure it might help someone...

In Apoc you ignore the FOC completely. Apoc makes them quite good considering all the AP3 and destroyer stuff that is shot during the game with a 3+ invulnerable save. In normal games they are not worth the points comparatively to many things in the codex.
They did have an army list in 3rd and had some fairly good rules.
